Paul E. Scales is a senior real estate and education‑sector executive with more than 25 years of leadership experience in Thailand and Southeast Asia. As Executive Chairman of Real Estate Access (REA) Thailand Ltd., he oversees strategy, governance, and investment across a multi‑sector portfolio spanning commercial real estate, industrial development, logistics, education, and outdoor learning.
Paul founded the business in 1990 that ultimately evolved into one of Thailand’s most respected real estate advisory platforms, later forming the foundation of JLL Thailand. Over three decades, he has advised on landmark Bangkok developments including Empire Towers, Abdulrahim Place, Gaysorn Plaza, and Siam Center.
His industrial and logistics work includes the development and management of major facilities in Wang Noi and Bang Pa‑In for multinational operators such as Nidec, TDK, MMI, Thai Progress, Unilever, Ceva, and DSV.
